What, do these sources not have cell phones or email?

Why is this phrase still in use?

    You have a deadline, they don't care or they really don't want to talk to you and this is a more diplomatic way of saying they aren't willing to comment.

      Do keep in mind if you publish "refused to comment" the source could retaliate the next day by commenting to your competition about how you didn't give him the chance, bla bla bla as evidenced by his willingness to speak to said competition.

      Mostly, you'd be surprised at how slow people are to get back to you via phone or email even when they really want to talk to you. One time I just needed an address and the source and I played phone tag instead. He refused to pick up his phone when it rang AND he refused to just leave the address on my messages.
